When it comes to business—intelligence and wisdom are not the same thing. Business Intelligence works to improve prospects; Business Wisdom works to improve the fundamental operations of the business. In other words, Intelligence systems help to understand the unknown. The demography of visitors buying a certain item from a web site is an example. That knowledge can be used by Marketing to increase business prospects to increase sales. Once known, that knowledge must then be transformed into actions.

Improving business operations and introducing change is not easy and requires wisdom. The ICS / QCR partnership is focused on achieving business wisdom in client operations through the use of Business Navigation System (BNS) Solutions. We offer an integrated solution that “raises the standard” for business cost-effectiveness and efficiency as the field proven leader in this new category of software. Whether the change is associated with a product (hardware or software), service or governmental policy, it must be implemented flawlessly and maintained rigorously.

January 17, 2012 (Vienna, VA) – ICS Nett, Inc. (ICS) and QCR, LLC. (QCR) today announced an exclusive world-wide strategic partnership agreement whereby ICS will be promoting, offering and providing after sale support for all QCR products, services and capabilities.

ICS will compliment its field proven IT capabilities across several verticals with QCR’s “System That Eliminates Problems” (STEP) process which eliminates omissions and mistakes by forcing adherence to business rules and requirements. STEP is a unique software system for both the commercial and federal markets that melds Business Process Management (BPM), Activity Based Management (ABM), and a real-time asynchronous Execution System (AES) to assure compliance to existing business rules, specifications, regulations, and requirements. A key benefit for customers is the significant cost savings associated with not allowing things to be done incorrectly. STEP works by locking down the process and employing a real-time expert knowledge base at the point of activity. In short, STEP eliminates the possibility of doing something wrong. As proof, STEP has been in service at one of the largest medical device companies in the nation for over 5 years providing ZERO ERRORS due to omissions and mistakes in their medical device operations.

“We are pleased to partner with ICS, a company with a proven track record that speaks for itself. Their innovative and agile approach to IT has been successfully applied to a number of verticals within the federal market. Together we can offer solutions that can bring real cost savings to our clients,” said Michael Young, President and CEO of
QCR.

Shehraze Shah, President of ICS remarked, “Our combined approach allows us to handle complex work in heavily-regulated commercial industries with high liability businesses as well as critical processes in government operations. This approach lowers the training barrier for workers to become productive, assures supply chain execution, and eliminates costly inspection/audits and the use of corrective action programs. Clients improve customer satisfaction by delivering error free products and services.”

Traditional Approach
The traditional approach to success assumes one knows nothing about a reported problem which creates the need to collect, organize, analyze, report, assign, implement and follow-up on any situations needing a solution. Only after the situation is recognized as frequent enough to be costly (and worth the time to expend the resources needed to research a root cause) will an attempt be made to fix it. As the world becomes flatter and supply chains increase in complexity, a solution is needed to this “fix it” approach. While the traditional approach assumes ignorance—the STEP approach employs wisdom.

One Simple Principle: Prevention
Our team does not just talk about improvement. We force it! Industry experience has proven that most companies can save from 20% to 40% of their total production costs by implementing a Quality Improvement Program. STEP does not improve–but rather–eliminates mistakes and rework. Ask yourself, “If every activity at every process within my organization was performed correctly, how much could I save?” With STEP’s omission & mistake-proofing software (patent pending), these costs can be eliminated. In a time when cost-containment is paramount across government and the commercial space, who can afford not to examine this capability?

January 3, 2012 (Vienna, VA): ICS is pleased to announce the addition of Thomas A. Cellucci, PhD, MBA to their senior leadership team. Dr. Cellucci most recently served as the Chief Commercialization Officer and Senior Counselor at the US Department of Homeland Security. He served as the first ever Chief Commercialization Officer in the Executive Branch of the Federal Government with his appointment in August 2007 under the Bush Administration and continued in the Obama Administration through December 2011. Cellucci worked to expand the role of public-private partnerships within government and increase opportunities for cooperative research and development activities in support of the Department of Homeland Security.

Shehraze Shah, Founding Partner and CEO of ICS commented: “We are delighted that Tom is joining our senior executive team. His experience and skills, obtained in both the private and public sectors make him a unique contributor to our firm. His blend of strategic insight coupled with the discipline to get things done is an admired trait consistent with our corporate philosophy.” Cellucci commented: “I’m very impressed by ICS’s people, technology, creativity, “can-do” attitude and enthusiasm and feel truly privileged to be part of this dynamic team”.

As DHS’s Chief Commercialization Officer, Cellucci was responsible for initiatives that identified, evaluated and commercialized technology for the specific goal of rapidly developing and deploying products and services that met the specific operational requirements of the Department’s operating components, first responders and critical infrastructure/key resources owners and operators. Cellucci led DHS S&T’s outreach with both the private and public sectors to establish and foster mutually-beneficial working relationships that facilitate cost-effective and efficient product, service and technology development efforts. He published eight comprehensive books dealing with the development of operational requirements and innovative public-private partnerships in additional to over 25 articles and other resources that facilitate communication both across government and between the public and private sectors. He also had a seminal book published in April 2011 by Rowman & Littlefield entitled, “A Guide to Innovative Public-Private Partnerships: Utilizing the Resources of the Private Sector for the Public Good”.

In 2010, while continuing to serve as Chief Commercialization Officer, Cellucci was asked by the Undersecretary for Science & Technology to serve as the Director of the Office of Public-Private Partnerships and was responsible for the effective integration of the Long Range Broad Agency Announcement (LRBAA) procurement process, Office of SAFETY Act Implementation (OSAI), Small Business Innovation Research (SBIR) Office as well as the Commercialization Office. In addition, he was asked to integrate and leverage, as the Director of the Research & Development Partnerships (RDP) Group, the billions of dollars in DHS S&T assets and the expertise of more than 1400 team members through the group’s investments in national labs, universities, international partners, special programs and the private sector and government interagency partners to deliver solutions for the Homeland Security Enterprise (HSE). His leadership and integration skills resulted in a coordinated group exemplified by the “lack of silos”—often used as an example that government can work efficiently and effectively.

Cellucci is an accomplished entrepreneur, seasoned senior executive and Board member possessing extensive corporate and VC experience across a number of worldwide industries. Profitably growing high technology firms at the start-up, mid-range and large corporate level has been his trademark. In 1999, he founded a highly successful management consulting firm, Cellucci Associates, Inc. He has authored or co-authored 15 books and over 160 articles on requirements development, commercialization, nanotechnology, laser physics, photonics, environmental disturbance control, MEMS test and measurement, and mistake-proofing processes. Cellucci co-authored ANSI Standard Z136.5 “The Safe Use of Lasers in Educational Institutions.” He has also held the rank of Professor or Lecturer at institutions like Princeton University, University of Pennsylvania and Camden Community College.

Vienna, Virginia (December 3, 2011) – ICS today proudly announced that renowned space and aerospace expert, Dr. Pete Rustan, has joined ICS as the founding member of the Advisory Board.

“Dr. Rustan brings a long and distinguished career in public service and his breadth of knowledge in the areas of research and development and technical expertise is legendary in the industry. We are truly honored for the trust and confidence he has placed in ICS by joining our Advisory Board, ” said Shehraze Shah, President of ICS.

“I look forward to working with the excellent team at ICS to provide cutting edge products and services to government and commercial companies. I have been inspired by the team’s ability to get things done at a fraction of the time and cost of the competitors to achieve the art of the possible. ICS embodies large business qualification within a small business setting and that is a rare combination,” said Dr. Rustan.

Dr. Rustan recently retired from the National Reconnaissance Office (NRO) where he most recently served as the Deputy Director for Mission Support (DDMS), after previously serving as the NRO Director, Ground Enterprise Directorate (D/GED), and Director, Advanced Systems and Technology. Dr. Rustan served a 26 year career in the United States Air Force, where he managed several spacecraft programs that used advanced technologies and implemented a shorter time to market philosophy. He was the mission manager for the Clementine spacecraft, which mapped the surface of the Moon and obtained more than 1.8 million images using 11 spectral bands. Of scientific note, Clementine’s radar returns suggested the presence of ice at the Moon’s South Pole.

Dr. Rustan has published more than 60 scientific papers in the open literature in spacecraft design, digital signal processing, control system design, biomedical engineering, lightning physics and streamlined program management. He is a dedicated advocate for intelligence community integration, rapid prototyping and selecting the best value proposition to address intelligence needs. Dr. Rustan is an AIAA Fellow and has received many national and international awards, including the Aviation Week and Space Technology Hall of Fame Laureate, the Disney Discovery Award for Technological Innovation, the National Space Club Astronautics Engineer Award, the NASA Outstanding Leadership Medal, and was featured by Space News in their Top 100 in Space 1989 – 2004.

On a personal note, late on the night of August 23, 1967, Rustan leapt from the shores of Communist Cuba into the dark waters of Guantánamo Bay, swimming one mile to the United States Naval Station and scaling over the Cactus Curtain to freedom. He later received B.S.E.E and M.S.E.E. degrees from the Illinois Institute of Technology in Chicago in 1969 and 1970 respectively. He received a Ph.D. in Electrical Engineering from the University of Florida in 1979.
