Tim Stout is Vice President of Client Relations for ICS. Tim has extensive experience in both the public and private sector. Before joining ICS, he worked at Deloitte as the Chief of Staff to the Senior Advisor for the State Government practice. In this capacity, he supported Deloitte’s relationships with state governors and key statewide elected officials.
Previously, Mr. Stout worked in the Office of the Secretary of the Department of Homeland Security and later in the Preparedness Directorate as the Operations Officer charged with creating and implementing the Department’s first Continuity of Operations plan. Before the creation of DHS, while serving in the White House during 9/11, he was the Deputy Executive Secretary and later named as the Executive Secretary under Gov. Tom Ridge at the White House Office of Homeland Security, and helped to create the national strategy for the U.S. Department of Homeland Security.
As the Executive Secretary, he worked directly with the President’s Homeland Security Advisor and oversaw operations for the Homeland Security Council Principal’s Committee, managed the staff of the Executive Secretary’s Office and supervised the personnel, security and administrative operations for the Office of Homeland Security.
Prior to his service at DHS and the White House, he spent six years on Capitol Hill working in the United States Senate. He holds an M.A. in history from American University and a B.A. in political science from the University of Minnesota.
